Human Resources Adviser, British Support Team – Occupied Palestinian Territories

Summary

Adam Smith International is a leading provider of expert technical assistance in the Middle East, Africa and Asia on behalf of the UK government and other European countries. We are seeking consultants with expertise in human resources and experience of working with the security sector organisations, ideally in the Middle East, for a current project in the Occupied Palestinian Territories.

About the Role

Embedded with the British Support Team (BST), the Capability Accountability and Sustainability (CASP) Programme Adviser for Human Resources provides advice in support of CASP and its extension from the Ministry of Interior (MOI) into the Palestinian Authority Security Force (PASF) Services, Commissions and Directorates on all matter relating to Human Resources reform. This role works in an advisory and partnering capacity with the United States Security Coordinator (USSC) HR adviser.

The adviser will report to the Senior British Officer and will work c. 220 days per year, based in Ramallah. The expected start date is early-/mid-March.

Responsibilities

  • CASP’s lead for providing Human Resources advice to the PASF

  • Deliver the HR business case for 2019/2020 which aims to:

    • Provide support to the Organisation and Administrative Commission (OAC) to become the centralised HR support function

    • Provide capacity building to assist PASF in the design and implementation of Human Resources policies and procedures

    • Design and oversee the roll out of HR training packages to PASF HR professionals with a view to providing an HR Diploma if required

    • Provide support to PASF in institutional reform through organisational design, job descriptions and operating procedures

  • Provide advice and capacity building support to the MOI HR Administrative Programme, enabling it to become the mechanism for HR coordination and change

  • Working in an advisory capacity in support of the DFID HR project to ensure alignment of efforts between DFID, BST and USSC

Requirements for the Role:

We seek the following candidates who can demonstrate experience of:

  • Experience in advising governments, particularly in conflict affected states, on Human Resources management

  • Technical experience of the working with Security sector organisations

  • Work experience in the Middle East, preferably in an Arab training environment

  • Experience in mentoring roles

  • Proven track record in organisational design and change management

  • Experience in designing and delivering HR training

  • Bachelor degree level of education (essential)

  • Understanding of Palestinian culture (desirable)

  • Arabic language skills (desirable)

Please note: Applicants who already hold Security Clearance (SC) will be viewed favourably, though the lack of SC will not necessarily preclude candidates from consideration.
