An opportunity to support the work of the Community Engagement team on one of ASI's key Syria projects.
Under the supervision of the Community Engagement (CE) Component Lead, the Program Controller is responsible for overseeing the reporting, budgeting, database management, and financial reconciliation of day-to-day operations of the CE team.
Database Management:
Responsible for framing the development and training of CE staff on the Knowledge Management System (KMS) and Google Drive. This will include testing and follow-up of database build of CE space, following the CE Manager’s design.
Serve as the CE point of contact for vetting information on program beneficiaries.
Create, track and close down CE activity sheets.
Ensure that all log frame output information is being tracked correctly through either the CE trackers or KMS updates. Ensure that the team understands how to report on this information.
Activity Management:
Edit and conduct quality control of concept notes as well as manage the translation process of the Concept notes
Develop better systems on an ongoing basis for tracking activity implementation from a program standpoint.
Coordinate with the Implementation Unit in regards to financial management, contracting, project management and program Goals.
Work with Monitoring and Evaluation as necessary to develop strategies for documenting compliance.
Manage the operational requirements of any in-person CE training including the border crossing list, the activity sheet and stipend payments.
Prepare reports for the submission to the CE Lead as necessary. This will include but not be limited to the weekly, bi-weekly, monthly, quarterly and information requests.
Compliance Management:
- Maintain CE folders in Google Drive to ensure that information is accurate and stored correctly.
Recruitment:
Participate in the interview process for new Program Officers.
Ensure vetting and on-boarding process of Program Officers is complete, in coordination with HR.
Provide training Guidelines for new Programme Officers.
Skills
Essential:
A minimum of three years of program management and supervisory experience
Previous experience in proposal development and report-writing
A solid understanding of information management
Proven financial management skills
Strong attention to detail
Highly organised with excellent time management skills
Strong English written and spoken communication skills
Excellent interpersonal skills
Excellent communication and coordination skills
Able to work effectively in a team
A flexible approach to work, and a proven ability to adapt to changing requirements
Desirable:
Working knowledge of Arabic
Knowledge of Syria and the sensitivities of working in a conflict-affected area
Some understanding of M&E
