Turkey: Senior Researcher - Integrated Legitimate Structures Team (Arabic-speaking)

The programme’s aim is to enable people in Syria to experience increasingly effective services, which are delivered on a progressively formalized basis by civilian-led institutions; in increasingly resilient partnership with the communities. In order to do this, the programme will work with both communities and formal/informal service providers to develop their capacity to design and deliver services which respond to the needs of the population. The program seeks to promote local ownership and leadership of the decision-making processes which guide the delivery of resources.

Role Description:

The aim of the Integrated Legitimate Structures team is to support the integration and formalization of programme-supported institutional structures into emerging national frameworks.

The Senior Researcher will work as part of the ILS Team under the direction of the ILS Manager. The purpose of this role is to contribute to the development and implementation of the component Strategy and Work-plan.

Primary Responsibilities:

· Work closely with technical teams to support in conducting assessments of the institutional framework and capacity of programme-supported structures.

· Work closely with technical teams to support them in writing their strategies and ensure that supported structures do not deviate from established state institutions.

· When relevant, support technical teams to properly recover and reform programme-supported structures.

· Contribute to the integration of programme-supported structures with emerging institutions on local, provincial and national level by identifying and signing agreements in the form of MoU’s between relevant stakeholders and authorities.

· Support in developing material for ILS workshops and training.

· Conduct workshops and trainings of stakeholders on topics related to institutional recovery and reform.

· In the absence of the ILS Manager, manage the component and present ILS in meetings and discussions.

· Directly manage the ILS Officer and others as directed by the ILS Manager.

Qualifications and Experience

· Advanced degree (Master’s Degree is desirable) in international development or related field, with specific focus on conflict resolution, Project Management, or other relevant academic background.

· Minimum of 4 years of relevant research experience on Syria

· Capacity to produce high-quality briefs and reports in both Arabic and English.

· Demonstrated experience in governance and institutionalization

· Good level of proficiency in Windows Excel

· Strong communication and presentation skills

· Demonstrated ability to train and build capacity of others

· Strong personal organization, interpersonal and communication skills

· Bilingual in English and Arabic
